Google Maps SERP API: Outside the /v1/serp Scope
The map pack and Maps listings are not part of /v1/serp. Its 12 operations return Google organic, news and images, and organic results from five more engines; nothing in them is a Maps result.

Local intent with country and hl
You can see country-level organic results for a local query by setting country and hl, for example a query for plumbers with country DE and hl de. These are organic rows, not map results: there is no city, radius or coordinate parameter.

No. organic[] holds organic rows only, and the modules object is not a local pack.

No. Targeting is by country (and hl for language); there is no city, radius or coordinate parameter.

Google is callable today with a Bearer API key. The SERP API as a whole is not GA.
